Holders of a short stay Schengen visa or a residence visa from any Schengen country do not need a visa.
Passport holders from Bolivia, China, Cuba, Dominican Republic, Haiti, India, Jamaica or Peru can enter visa free if the they have a valid multiple entry visa for Canada, Ireland, UK or US.
Applications for a visa can be done through the Aruba Tourism office or a Netherlands embassy.
